1992 model 240 Emission test failure

I have a 1992 240 model that fails emission testing for NOx emission only. Catalytic converter is fine and was replaced last year. Timing has been adjusted to no avail. All other emissions read excellent as far as Georgia standards are concerned. Any advice?

I would run some seafoam through the fuel system to clean it all out. Put half the can in the fuel tank and run the rest through a vacuum line.
