The constantly flashing alarm light is gone.
The car starts.
The fuel door/boot switches work correctly.
The doors lock/unlock.
The hazard switch works correctly.
So, what was the remedy you ask?
The second image in my post is the absolutley only image that seemingly exists - I know after an exhaustive search.
There are four relays: blue seat belt dinger, pink wiper relay, brown rear demister timer and the magic (in this case I think) the black horn/alarm "J" relay.
I still want a scan to address whatever issue caused the problem to begin with.
It seriously boggles my mind that there were zero search results and no answers on the three Volvo Forums I visit.
So, this will hopefully help someone down the road.
I am quite interested in any thoughts.

The driver's door actuator and key are 'key' in the alarm and security system. If the actuator is not working correctly, it may have considered there was an alarm activation going on as the actuator was stuck. Normally to correct the alarm, you lock and un-lock the door manually using the key to reset it. So as the actuator was not correcting this it sets an alarm for all the other issues and will not disarm the lock for the fuel flap.
There was no mention of any issue with the actuator, so hard to figure this issue out with the info we were given.
Well done though in finding the route cause, and thanks for sharing.
Neil.

Neil, I will agree on the lack of pertinent information as my brain was totally scrambled w/the issues and trying multiple lock/unlock tests and getting no-where.
This "J" relay (Volvo 7494424) solved every issue and it is pita to get to.
One question: w/the J relay removed am I going to cause damage?
Thank you,
Tommy

Volvo S70 - Started with a stuck driver’s side door latch … was able to get it open by removing the door handle with the back door open and then messing around the latch with a screwdriver till it opened.
I replaced the door latch and now have a series of issues …
1. None of the door latches work – door switch, remote or with key. (windows work)
2. The trunk and fuel latch do not work – remote or with door switch
3. The car will not crank but starts by jumping the service connector in fuse box with “+” battery post.
I think it is a relay … here is a picture of the under dash ones (if I can get it to insert ?) … but I don’t know which one to replace?
