Stuck Baked On Head Gasket Material. How to Remove? 99V70XC

I would avoid any rotating things attached to a machine. Elbow grease or you might f it up. Some kind of chemical, cover with plastic wrap and let it soak before carefully scraping/sanding it off maybe?
