Steering Column Switch Housing, Part Number: 31318972, looks like under $300 to replace and has a SW reload (9438286) but I'm skeptical it's really required.
Wonder if maybe the dealer is not fully understanding the issue at hand and is instead pushing you to install a new clockspring (SAS), PN 31313083 which runs around $700 retail. Noted SW reload as well but SAS have been installed successfully without a reload (just need to make sure you have the right part).
Left and right stalk no functions. Replaced stalk nothing. 2006 xc90 V8

Thank you for each of your responses. I'll check to see if any water got into the CEM today. I called my local indie shop and they said they can't install the SWM due to the software upgrade. I'm also getting code CEM_1A5E communication with the SAS control module signal missing. Also, BCMU012587 lost communication with steering angle sensor module.I think I'm going to have to bite the bullet and take it to the dealership as it's just no safe driving without blinkers etc. I'd rather not spend the money but my DIY skills are lacking.

So, in the end I had to take it to the dealership and had the steering wheel module replaced and that fixed the problem.

I would start with trying to find correct wiring diagram for SWM. Make sure it gas all power and grounds. Then check if Lin bus wire is continuous to CEM. If all checks out good, remove the SWM and send to xemodex for repair. If can't be fixed, they will sell you used unit and flush your vin into replacement part it will be plug and play.
