Not sure about other states but that is illegal to do yourself here.

whoa...didn't know that. Did they end this design at some point, since on my 1997 the pretensioners are the centrifugal clutch version (you can grab the belt and try to yank it, and it locks instantly).

Or maybe the active charge is in conjunction with the mechanical clutch (?)
