I did 15-17 because my turbo almost always does 16-18. I live in a city so I'm stopping and then accelerating usually at least once a mile on average during the day time. My old NA 850 did 17-20 regularly. ONE time in a 7 mile trip I got 20 then as I slowed to pull up into the lot it went to 19 on my turbo car. That was very challenging and I think a once in a lifetime thing.

Oh wait, Volvo...yeah, 18 was what I usually managed. Highway was surprising at times, I've seen up to 33.
Highway in these cars considering the era they were made is excellent. I easily get 30mpg, and as much as 35mpg

Well, when not under boost (or N/A), their engines are about the displacement of a modern 4 cyl, and 4th puts them right in the sweet spot for RPM/MPG on the highway. My impression was always that my S70 made a heck of a lot better highway cruiser than anything else.

I think the very tall gearing is part of what hurts their around town MPG. My T5 with its lazy, big turbo feels very labored in stop-and-go/city driving.

It would be interesting to post winter and summer numbers, and get a city location with each rating to see the effect of Ethanol percentage & winter blends.
