Yes it is. It should not trip the 1998 SRS light though, because the 1998 isn't looking for the SIPS electronic load.

What he said. I put a mint set of 99 seats in my 96 platinum wagon. Zero issues but no side airbags since the 99 seats are electronic and the 96-98 seats are mechanical.

Also... It's big fun to hit the airbag activators on your old seats with a bat before throwing them out, just be sure to wear some sort of hearing protection.
