The 2006 S60 (or any Volvo in the Midwest exposed to salt) usually has seized tie rods where the INNER meets the OUTER...

Can you slide the boot from the inner side of the outer side if you don't separate the 2 parts?

I have found it best to replace both the inner and outer tie rod to replace the boot when the tie rods have seized. Since I do my own alignments the inner tie rod shaft must rotate in the outer tie rod female end.
