Let me decide if the cost/benefit ratio is worth it to pull this poll out of the forum and into a WordPress page where I can run anything out there, modify something out there, or write a poll script from scratch that allows us to go two-dimensional with this.
There may be a WP plugin that allows this advanced functionality. Problem is, the phpBB users and WP users are not synced, so the tight voting restrictions will be lost if we move it off the forum.
