Sounds like the OP should go with DEC for a good, affordable stock replacement.

If you want to do a 2.5" custom turbo back, the Magnaflow 446646 is the CARB compliant universal cat to build around. That's my plan now that I've figured out this California emissions thing.

The cut-n-weld process for installing a Magnaflow, is that basically trivial to an exhaust specialty shop?

Yes. It's what they do. For Rhode Island, your part number might be different. Find out here.

This guy went with a 3" OBX downpipe and a Borla racing muffler.

I recently installed a Magnaflow 34105 universal Cat conv. w/c is CARB (I'm in CA) compliant to my 98 S70 and has not thrown any CEL after more than 400 miles. It was only 57.89 + s/h and welded it myself - not perfect welding but no leaks. Sounds louder tho and probably gained a few HP cuz it pulls better. $100-150 labor for install is about right. If it would last for another 5 or more years, I'd be happy instead of paying over $400. The unit seemed well built so it should last for a while. BTW, I got it from Amazon.

I looked up the 43105 on amazon and all 4 reviewers were complaining that it didn't fit their car, or was made for Ford trucks. You did well getting this to work on your Volvo.

Magnaflow has a sound file of a Volvo C30 with dual exhaust. Sounds pretty wicked.
