Get a mirror and check the part number on the ETM unit. Something doesn't add up because if they are an independent garage they wouldn't have access to factory programming.
This leads me to believe they used a 3505 0563 which has the (incorrect) programming for your car.

The Volvo dealer is across the street from the shop and he told me he had to get the dealer download for the device and there was a charge for that. He was definitely stumped on what was happening to my car. He said there were mutiple issues and the ETM had to be addressed. Even after he said this is a work in progress as the codes were cleared and the car was taken for a test drive and produced no issues. I even drove it for 45 minutes and it ran great.
I did pull the ecu and the TCM ( both units in the protective box) to check the condition of the connectors and they were both clean. The battery was disconnected for hours before I did this. I then re-started the car, no dash lamping as far as brake,abs,check engine........but the car was running like crap....you could hear it.....
I think I will buy a fuel pump realy, I have read on this site that these can be problematic and confusing to diagnose..........FRUSTRATED TO SAY THE LEAST!!!!.....Now I am driving my new 04 s60r and I got a speeding ticket this morning....

The ETM that the shop put in .....is bad.....he said he is going through the necessary steps to prove it is bad so they will take it back....Car should be ready by monday....I'm glad I payed the shop to do this...otherwise I would be taking the ETM out ...again...
My 99 V70 non-turbo was idling weird and repeatedly going into limp mode, ETC light coming on often. I was convinced that the throttle position sensor was the problem, so I ordered the repair kit from the ARD website and put the new TPS in. When I was done I also smashed apart the old TPS to take a look at the potentiometer, which was VERY worn. Should have taken a picture; surprised that it was working at all. Car has ~ 220,000 miles on it...
The repair seemed to go well, and the volvo ran perfectly for a day or two. Now it is idling weirdly again, but intermittently, and repeatedly going into limp mode, usually when warm. The throttle will surge as I limp around, and accelerate slightly even when I am not touching the gas at about 1500ish rpms in first gear. Idles rough, usually at about 1100rpm, and is basically unresponsive to the pedal. Has not stalled at all. The ETC light does not come on anymore, however, and the only code I have gotten is an o2 sensor code...
I feel like this must be an electrical issue, as the car works half the time, and can sometimes be temporarily cured by restarting the car. I am tempted to blame the MAF (failing throttle sensor can break the MAF?), but when I fixed the throttle I peeked at the MAF and the sensor and body looked brand new. Also the MAF on my particular car (non-turbo), is hard to find and thus expensive ($250).
Any ideas?

Sounds more like the throttle to me. I don't think a failing MAF can cause limp mode on a non turbo.
They fail in different ways other than the contact sensors. Have a listen for the ETM at ignition on and also when it's failing. Can you still hear it?
Often when I'm testing failing ETMs they don't trigger the ETS or CEL until they cycle the fault 2 or 3 times; I think that's a Denso ECM peculiarity.
