That IS the underside of a 1995 850 console. I know the SRS computer. I've replaced it in my '93 850 GLT, and am soon to be doing the same on the '95 T-5R.
That SRS unit is from '93-'95 850.
They have the red tag. They were adding random foam pieces in those years to stop rattles in the console. I would not worry about it. You can also see a what appears to be either a glue spot, or a coffee spill on the SRS unit.
The manual seat on my '93 also had that "tilt" lever. I have since replaced it with a powered seat from a '96.
Move on. If it fell out from under the console, it was no longer doing much.

As I said previously, I just ended up putting it back right where it was found. And I had assumed that it was to keep "something" from rattling, but couldn't figure out what, so just based my positioning of the foam on what I really don't want damaged (wiring).As for the nickel, I was also replacing the lightbulbs in the ECC unit, and found that a nickel, which happened to be in the car's center console for god knows how long, did the trick in removing the radio piece.
Again, thanks a bunch Ben850 for the information. I'll make sure to pass it along if I ever read or hear someone else who had the same thing happen.
