Further in, on page 28, it indicates 96-99 model years have the readiness indicator ignored by the EIS testing equipment.

Nice - ethically its nice to have your emission stuff working correctly but I know I have had a couple of EVAP codes that took forever to sort out, and never released pressure in the tank, ergo, were not polluting the air. I don't think its a bad stretch to use the readiness relaxed criteria to pass a car in this condition.

It may be that this works if the CEL is reset with the engine running. I just found that I used a different scanner (same model) and reset a 2000 mile P0455 and it left all monitors ready.

Maybe on an ME7 car you can drive up to your indie, reset the CEL and ask them to check the car without turning it off, unless emission protocol testing forbids that.
