1999 v70 P0014 over-advance issue

I can't tell if it is fixed or not but you likely just need to set the CVVT preload.
Line up the timing marks, crank the engine clockwise back to the marks and then continue on 90 degrees past the marks still going clockwise. Crank the engine back to the marks counterclockwise.
Loosen the tensioner and remove the timing belt from the cam sprockets. Thread the belt back on making sure that the belt is taught over the idler roller and, as you get to the exhaust cam, line the mark on the sprocket up vertically. The sprocket moves independently from the CVVT hub. When properly set the screws that hold the sprocket onto the hub should not be at either limit in the slots on the sprocket. It usually isn't in the middle but it shouldn't be at either limit.
Reset the tensioner and crank to the marks again clockwise just to check.
I typically have to touch up the tensioner a couple of times after the engine is started to get it set correctly.
