So the standard rivets don't push through the plastic? I thought it was a requirement to use the plastic coated ones?

Oh I'm sure they can I just didn't have any when I needed them. I used the biggest aluminum ones that would fit and my fender well is still there. It's not pretty but it works. A thin washer might give the rivets a more secure hold.

May be minor differences between 98 and earlier models. Rivet replacement is a minor pain.
