I didn't know Volvo was so ahead of its time. Somewhere in my mind there's the story that EOBDII is only found on cars from 2002 and younger. My bad!

In the U.S., OBDII was mandatory from 1996 and on.
In Europe, EOBDII was mandatory from 2000 or 2001 and on, depending on when the model was first introduced, existing models were given an extra year.

I've had passengers in my S70 who think the car is an 06 (that's an average), they're floored when I tell them it's a 98.
