FCPEuro shows part VOL-30683516 for:
S60 from 2001 to 2006, automatic, up to chassis number 599999.

S80 from 2000 to 2006.

V70 from 2001 to 2006, up to chassis 616999.

XC70 from 2001 to 2006, up to chassis 253999.

0 volts on both sides of fuse?

Yes, with the key off I have 0 volts on both sides of the fuse.

At this stage you have nothing to lose by getting a good gas pedal from either local junk yard or ebay.
Is there a junk yard near you?

Had this message this morning right after starting the car up. I cleared all of the codes yesterday to see if the ECM-917F or ECM-951F codes came back during my trip to my appt and back today, and when I did the extended code scan there wasn't anything there when I got home. Makes me wonder what that message was for, and why it decided to pop up when I first started the car this morning. I still don't feel comfortable driving it out of town yet, but I may have to take it to the Volvo dealership an hour and a half away to figure out what the problem is since it's still not running right.

Do you have an ebay account?
Search ebay for a more recent gas pedal, such as from a newer car with low mileage.
It is rare but sometimes the ebay seller lists exactly where the part comes from (which year, model, mileage).
Let us know if you can find one on ebay.

If not, I can search through my local junk yards...

PS: the Volvo dealership will drain whatever money you have remaining in your bank account.
