Did I Fry My '06 V70??

have you tried cleaning the screen filter in them, or actuating by applying voltage whilst unplugged from circuit.

I haven't yet checked the solenoids. If the rain ever lets up, I'll pull the solenoids, clean and test them, and report back.

No oil clogs. Gaskets and screens looked good. Both solenoids were pretty clean.
Tested both solenoids, and the exhaust one wouldn’t trigger consistently. When it did fire, it was sluggish. I’ve ordered a replacement—will take about a week to arrive. Will update once I install it.

Swap a good PEM and see what happens...

Replaced the exhaust solenoid and cleared trouble codes no change. Still getting P0017 and P0340.

At this point I'm thinking I'll just have to dig deeper into the cam position sensor circuit. Got my hands on a wiring diagram/manual, and I have a friend who is more electrically savvy than I who has offered to help.

@ cn90 - trouble codes don't indicate fuel system problem. I'll double check, but I think the PEM is in the trunk/spare tire bay on this v70, not underneath w/ the fuel tank.

Some cars had the PEM relocated by Volvo from on top of the front of the fuel tank on the LHS into the spare wheel storage area in the trunk, usually velcro'd to the RHS of the well.

Oh, interesting. What makes you say that? And how would that impact the cam sensors?

Incidentally, the brake booster doesn’t work at low rpms. That just started after I was able to get the car running again, and I had guessed it was related to the timing the other way around—rough idle producing too little vacuum. I looked around for an obvious leak and couldn’t find anything.

Also incidentally, the original booster vacuum switch came apart while I was doing my initial work (turbo, engine seals, etc). Replaced with a new one:

It sounds to me like a more basic problem with the location of the VVT hubs on the cam shafts. Did you use the Volvo specific tool for locking the cam shafts into position when tightening the VVT hubs to the cam shafts? Do the timing marks on the VVT pulleys line up with the timing notches on the cover when the cam shafts are locked into position and the pulleys are rotated all the way counterclockwise? Did you torque the hub center bolt to the 120 Nm torque spec? My 2004 XC70 ran like crap until I got the pulleys to less than 9 degrees of deviation from the camshaft.

The Volvo VIDA/DICE computer interface allows testing of the pulley to camshaft position and reports the angle of offset from perfect. These "Camshaft shifting angle deviation (inlet)" and "Camshaft shifting angle (exhaust)" outputs makes small adjustment of the pulley to hub rotation very easy --> loosen the three bolts securing the VVT hub to the pulley, turn the hub in the correct direction relative to the pulley, and get the three bolts secured without slipping position. There are detailled instructions for this process in Vida.
