Simple answer yes.
The SAS pump is a part of your emission system and they DO go bad

The SAS prevented me from getting tested, but it was throwing the CEL and that's an automatic "Get outta here and fix your car before we test you". Not sure if it would cause the O2 sensors to be Not Ready, but you will need to fix that to pass.

Worst part is that it's not a great design, so they fail all the time. Plenty of write-ups on doing it yourself, so no need to spend $$ at a repair shop for the labor, but the parts can be painful. I had my whole system replaced back in ~ 2000, and I had to replace the relay ($40) and fan ($325) a few months ago.
