It will crank but the engine won’t start.

So perhaps useful to diagnose a bad starter. If it won't even crank notwithstanding lack of the chip in the key that would permit actual starting, that may be a tip off as to a bad starter, or at least allow you to rule out a starter problem and move to fuel supply?

With an automatic it would leave the starter and pnp switch open as possible failures.

Per the diagram , the remote starter terminal provides voltage on the load side of the starter relay, so it acts like a successful closing of the starter relay

It would have nice to bypass the pnp but that would be a lot of wire and changes, etc.

That i on mine too 1998 v70 is that a connector for some sort of starter switch or something?
