And just to confirm, on a 99 S70, that pipe by the crank pulley IS the fuel line from the tank!!

I was at PnP today and there was a 99 S70 NA there. As it was up on stands it was easy to follow the pipe back. It rises up and meets a chromed cone. The is the fuel pipe disconnect to the fuel tank in the rear.

Glad to see the progress.

Can I assume you have the engine supported with wood and a jack under the oil pan? If not all the weight of the engine is on those bolts.

Thanks for reconfirming that line. That's helpful to know.
I believe I have been careful enough with line.
The bracket bolts are the ones I need to break loose and that is attached to block itself so raising or lowering doesn't
seem to change the pressure on them? Unless I'm getting this wrong?
I did need to do that in order to remove the engine mount itself.

If there is any load on the bracket from the engine it will make the threads bind. Because of the different metals of the bolts and the block, they may have corrodes/fused. Localised heat as abscate suggests may be the way forward, but my note on that line is it is the fuel line. Strangely heat and gas lines don't mix well! Keep a fire extinguisher to hand!

Also working the bolts out slightly, then adding PB Blaster or similar (Not WD40) down behind the head of the bolt and then wind in back. No more than maybe half a turn at a time. This should help to loosen the threads and stop them binding as much.

Good advice.  I've been shielding that line with several layers of tin foil - it seems to be defecting heat fairly well, and I can see the foil glow if I am getting too close.
I will also give it a raise too.  Just a wood block and a jack under the oil pan closer to the filter slightly raised?
tight now it is sitting on the old pad with one 14mm going through the top of the mount into the bracket.
But it will have 48hours of PB Blaster bath tomorrow and some heat - cool- heat- cool contractions.
I am definitely taking it slow

The more difficult to access somethin to fix it is proportional to the more issues you have!

So
The bolt heads soaked over night I gave it the heat a few times and no movement yet on the 14mms on the bracket
I put a torque wrench on it it and had to dial it up to 45 before it would click.
About how much force should I put on these to break then free?

Alright, one more bolt out!
Top 14mm on the bracket.
It fought me pretty hard and after Heat- cool down- PB- Heat- cool down. It turned freely.
The bottom is still fighting just as hard.
There doesn't seem to be any engine weight on it as it is bolted to the block itself but I still gave it a bit of lift.
I'm done for today- more PB bath for the bolt. Just one more to go but man it's like a bolt a day.
Hoping tomorrow will be the blessing.

I think the cross metal corrosion issue is at work here and not load on the bracket. You can easily check that if the bracket is even a little loose as the bracket will move if no weight on it.

I think it is down to the wind in, wind out a little process unfortunately, along with the heat as you have been doing unfortunately.

Thanks man.

I think you're exactly right.
Although the threads in the block were perfect for the one that came out and the bolt looked pretty good too
no sign of corrosion.
I'm hoping the remaining one will be the same.
It was like all the bonding was at the bolt head- surface tension from the rust there?
It only moved enough just to feel it crack and then I did the whole process over and over and then it just freed itself.
Hopefully, tomorrow will be the same.
