Blower slow on 2013 S60 T5 AWD

Really weird problem; Blower motor runs fine at high speed if I just turn on the ignition with no start. Runs at very low speed with control turned all the way up when the car is running, Not enough to cool the car in hot weather even though the air coming out is cold. Just needs to run blower faster. Any help would be appreciated.
