What is this seat belt looking thing?

Found it down by driver seat right rail

1966 122s Yellow with the 69 motor in it
1971 144s Red . Also the '69's motor
1973 P1800ES Aqua Manual with OD.
1971 142E Light Blue manual with OD.
1979 244DL Brown manual. Marriage/baby car. Divorce, Ex got it and sold it to my father!
1968 1800s White manual/OD. Strong runner. Killed by a '66 T-Bird
1984 242 Turbo Intercooler Silver Manual/OD
1966 1800s White Manual/OD

Looks kind of like half of the spare hold down.

Maybe. I just got this car about a month ago so when I saw this under the seat track thought maybe it was some funky Volvo thing
