'97 V90 CEL

My CEL is not illuminated.
I attached the OBII Scanner and it did not connect.
I put a 10A fuse in #14 and the scanner connected , OK.
The car would not start and the turn signal flashers flashed - w/o the hazard flasher on.
I pulled the fuse and the car started - OK.
I sense this issue has something to do with the alarm/lock but I have no clue how to proceed.

I had a similar issue with my 98 S90. The 10A fuses for both the alarm/diagnostic (14) and the immobilizer (4) had been removed. when i put them back in to scan it through obd it would not start just like yours, the solution was to lock and unlock the door with the key.
