Full beam headlights

I have a 1998 Volvo V70 and recently the headlights intermittently change from full beam to dipped beam and vice versa. It's an erratic problem and I can't put it down to any specific action. Could anyone provide any advice ? Could it be the relay in the fuse box? My dealer has quoted 26GBP for the part and not sure that it's the cause.
