do wheel spacers affect wheel well clearence, in turns, over bumps, ect. ?

Yes, wheel spacers do effect the things you mention. Unless you're running some wheels that do not go on your car to begin with, you won't need them.

Up to 10mm won't hurt you, just make sure you use longer studs

I have a pair I use on track days only because I don't want to add more stress to the rear wheel bearings on a daily basis. I rolled my fenders because the tires did hit. My car is lowered which is why they hit. Don't use them on the front your tires will hit lowered or not.
But the question is did they help? A set of good tires helped more than the spacers ever did.
