Electrical issues, Dash lights and gauges

My wife has a 2003 Volvo S60. I have a Chevy truck and know absolutely nothing about fixing Volvos.

The issue is this: She took her Volvo to the dealership where she bought it for a regular tune-up and picked it up with more issues. First time getting it back, the power steering stopped working- had to take it back for another round of repair. Second time picking it up, tires were bumping and they said she needs to replace all four tires because they're worn and wheels are bent (less than 1yr, almost 20K miles on the tires). Final issue after picking it up is the electrical.

Dash lights flash on and off- the gauges stop working. The digital displays get all garbled and can't read mileage. Last night all the dash displays just turned off. This has been going on since she picked it up, and we can't really put any more money into these repairs right now. They've charged us about $3,000 for all the repairs so far, and from what I'm seeing online the electrical will be another $1,000.

Now, I'm pretty good with my hands and know my way around and engine. Wife wants to know if I can fix it.

Is there someone here who can diagnose the issue and let me know if I can fix it myself for less than $1K?

Welcome to MVS.
Many of us here got fed up with the dealer a long time ago and that's why we're here. I suggest you find a good local independent mechanic to take your S60 to for now on. On the electrical side of things, this problem could be as simple as a low battery or corroded/bad grounds, so check these and charge the battery to see if this fixes things.
