Is it the ETM?

Hi to the forum members, I am trying to figure out this 1999 v70 glt. It was my brothers now belongs to a friend. It has 171,000 on it and has its third ETM. The car skips like running on 2 cylinders, sometimes wont start, when it runs it will only rev up to 2500 rpm climbing slowly. I think this etm has only 20k on it. I removed and cleaned the pcv trap, changed the mass air flow sensor and it runs the same. After disconnecting and connecting the battery the ets light comes on in a short time. The generic scan tool wont show me any codes. I see the tps stays at 0 when running and pushing the throttle. Is this enough to be sure of etm failure?
