Unfortunately on a '98 it requires a reset tool or a Volvo Scan Tool. A regular OBD-II code reader won't do it.

Search eBay with "Volvo Reset" for the Draper tool. Around 50-60 bucks.
You may have to check the "Worldwide Search" box.
It plugs into the OBDll port in your armrest.
One push of a button and you're done.

I just received the Volvo Scanner that I got from Ebay, for $39 something from Hong Kong. In the driver's CD included, you will find a demo version of the Volvo FCR software. The demo version, wink wink, allowed me to clear the service reminder light. It also allowed me to read the motronic, abs, SRS, Electronic Climate Control, immobilizer, auto transmission, volvo guardlock ECUs, and cleared a couple of codes from the tranny and climate control.

I have attached a pdf that comes in the driver's disk, detailing vehicle coverage.

You can choose a serial or USB scanner interface. The listing states that it will work with windows 95 through XP, no mention of Vista. My adapter did not work on my Vista notebook; had to use an older w98 notebook.

Rumor has it that a similar version is floating around on PirateBay and several of the other torrent sites like bittorrent. Rumor further has it that the appropriate cable will run around $18.00 + freight so you might be rumored to be on to something.
