S60 2003 Horn inoperative

Hello, I have a S60 2003 and my horn dosn't work, I can pull the relay and supply 12volts there to make it beep. I am not getting a signal to the relay...any suggestions what to check next?

Check fuse #9 in the engine compartment fuse box.

Thanks, I ended up pulling the airbag and finding the electrical connection for the horn unplugged....how in the heck does that happen?! I snapped in place and now I have a horn! Thanks for your help.

I'm in the same boat. I think I may have knocked the connection out when I was installing a new stereo but I dont know what to look for as far as reconnecting it? Is there a way or place to find that connection without removing the steering wheel? Its a 2006 XC70.
