99 C70 CONVERTIBLE - Left Rear Top Latch & Warning Chime

This questions is in regards to my newly purchased 1999 C70 convertible (92K showing on the ODO)

When I purchased the car the convertible top warning chime was continually on, and the top would not go down.

I attempted to manually put the top down but the left rear latch would not manually release. After clicking the left rear latch open with a screw driver the top is now down, but oddly enough the warning chime is still beeping.

If you were me how would you go about trouble shooting this issue?

Any and all thoughts or shared experience would be greatly appreciated!
