High beams will not stay on (2001 V70)

OK, just bought my very first Volvo, a used 2001 V70 with 120K miles, and I'm already bumfuzzled! Frigging headlight highbeams will not stay on.
The owners manual says headlight switch must be in "ON" position (12:00) for the high beams to stay on if you leave the switch in daytime running postion high beams will not stay on. BUT, on my V70, even in the on position, the high beams act same as if the switch were still in daytme running position - pull back on turn signal lever, high beams come on just fine, but turn the lever loose and they go back to dim.
Service writer at dealership says I need a new "turn signal stalk" (never heard it called that before) to the tune of $100 and another $80 or so to install. Here before Christmas, I can't do that. If I knew for certain that was the fix, I might buy the part and install myself.
Does this proposed fix by the service writer sound right? Has anyone else experience same problem and what was your fix?

It sounds about right. We sell alot of them so they do fail. Our price is about $72 bucks and we will ship it for free with no tax. You just need to know if your car has a trip computer or not.
