From what i have read on the board it sounds like you need a Resistor pack. Located just left of the fan up under the dash in passenger footwell.
Do i have consensus on this?

Is the running Fast or Slow, or someplace in the middle? There is also a relay to be considered. But the Resistor pack could be the cause but there is should be a look

I just went through what you are describing. I tried replacing the resistor pack ($140 part) which did not fix it. I finally took it to the dealer and they found that the "power stage" was faulty. They replaced it and the fan stopped blowing all of the time and the heat/AC went back to acting normal. Unfortunately the power stage is $140 and the volvo dealer charges $98 per hour, 1 hour labor.

You know I did not even think to ask for the part...oops. Also I did not go in and see where the location of the "power stage" was because they had to have the car over night. However, I will send a email to the service advisor I worked with and see if I can get some more details.
