Are they interchangeable? They look the same and have the same bracket. (1998-2000)

I love these cool rear fog lights......whenever someone is tailgaiting me i hit the light switch and watch the tailgaters headlights dip from braking. I dont even have to tap the brakes to get someone off my ass!!
