Volvo 1997 850 Engine Noise While Key in Start

Volvo 1997 850 Engine Noise While Key in Start

The key is in the start position (engine NOT running) - sounds like some sort of motor is running. Appears to be coming from passenger side of radiator area. I have attached a video documenting the sound. Any idea? It doesn't seem to turn off when the engine is started. Thanks for your help!

I think you are hearing the idle air control valve. It is normal for it to run with the key in position II but it is located just under the throttle body at the other end of the intake manifold.
