What are they charging you? And can you give a little more info why the ECM needs to be replaced...

car wouldnt start - tow guy said it wasnt getting fuel

for that kind of money, I would get a second and maybe a third opinion to make sure you have the right diagnosis.

Remember, the ECM is not refundable.

Just because it's not getting fuel does not mean it's the ECM. Do what jda2000 said get another opinion it could be something very simple like a fuel pressure regulator, fuel filter, out of gas?
