The pump isn't leaking, it just acts like there is no power assist, I'm not sure what to check, all the lines look good and don't see any leaks.
What can I check?

I'm assuming it has fluid in reservoir and pump is not growling loudly. If fluid is low and frothy then rectify that first.
If it is the steering rack you will have fluid circulation in power steering reservoir with engine running.
When pump fails the fluid will be very still.
The only conclusive way to test is with a gauge set with stop valve inserted into power steering line but what I listed is fairly reliable.
If this started all of a sudden it could be the relief valve in pump stuck open.
How did it start and has there been any issues with power steering before now
