Sagging tailgate

Sagging tailgate

My 94 850 wagon tailgate is sagging anytime it is on a slight slope (like my garage)

How hard is it to adjust the tension to prevent this happening?

IS this when open or closed? If when open the schocks are probably in need of replacement. If closed a hinge problem
