Shift Inhibitor/backup light

1991 Volvo 240, 107,00 miles , auto trans
Can no longer shift out of Park without using the "shift release" gizmo under the cover. I looked at it , but cannot determine exactly which part I need to replace. The Bentley Manual has only a superficial coverage of this point.
The backup lights still go on in "park".
How do I determine which part is defective?

The backup lights still go on in "park".
They should only go on in "R".

Have you checked fuse #7?

Thanks for the advice. The problem turned out to be a defect in fuse number 7.
When I typed "The backup lights still go on in "park", I meant in "reverse". Sorry for the typo.
Wiggling all the fuses resulted in curing the problem temporarily. When the problem recurred, I checked and found that the brake lights didn't work, so I concentrated on fuse #7 and found that it was defective.
Long before the "shift release" problem, I noticed that the car will not start in neutral. Not a big problem, but how do I determine the cause of that? Just in case the engine were to stop while rolling in traffic, I'd like to be able to re-start it without stopping.
