Secondary Air Pump flow blocked inside Head?

My 96 960 will not not pass inspection. The SAI pump and valve is working properly. I have tested each one. the metal pipe that goes into the head (valve cover) between cyl 3 and 4 is clear also. The problem seems to be inside the head as I am not able to blow air (from my mouth) into that hole. It is completely blocked to the point that my ears pop if I blow too hard. I tested my freids 960 and am able to blow air freely into that hole. I can stick a wire down in the hole about 4 inches which is the same length I can stick it into my friends hole (boy,that sounds bad) I really need help (or a work around) with this because the car can not be re-registered.
