system not linking to obd scanner

Hello All. So my 1999 s70 non turbo has failed twice at the DMV for not linking to the scanner. The first time it connected but since I had just cleared some codes it said that it had not gone the required miles to and the system was not ready. So I went back the second time after driving for a week or so and now it says that it can not connect at all. I went home and tried connecting my scanner and also went to Advance to see if their scanner connected and have failed on a all accounts.

Does anyone have any recommendations on what to do next? Can I clear/restart the system some how? Do I need a new ECU?

Check fuse #15 and see if it is blown. Even if not, try cleaning up the contacts/terminals or swapping it with another 10A fuse and see if your scanner will connect.

Ok thank you. I will do that when I get home from work today. What's fuse 15's function? Any other suggestions if that does not work?

I believe it also controls interior lighting, though I would verify that with the fuse cover lid.

1999s used a different ECU networking system from the 1998 models and some things may/may not be set up differently.

Does your scanner even detect that it's been plugged in and begin searching for the car? Mine powers up when it is connected. The plug may also be loose from the bottom of the console if it doesn't power up the scanner.

No it powers up the scanner and says its scanning but than says it cant connect. When I was at the inspection station they kept unplugging it and trying different things with their machines and it wouldnt connect either. The car runs fine and there are no codes being shown but they cant verify that if it doesnt connect to the scanner obviously.
