Windshield wipers troubleshooting

Hi
I have a malfunction with the winshield wipers, when you turn them off the just stay, not going into "rest position"

I've read that it could be the CEM or the wipers relay, maybe the actual switch
I changed the CEM ( two of them actually) to try it out and no avail. Although when removing the wiper motor cover I noticed that the red wire is kind of "spongy", I dont know if its at fault, but by touch the wire cover was rubbery compared to the green wire which is a normal hard plastic cover.
Is that normal, or the wire is bad?
What is the red wire for?
Could it cause the problem mentioned above?
