2000 S40 No Running Lights

I have a 2000 S40 and the tail lights or running lights do not work. It is not a fuse or a bulb. All other lights function as normal. I've heard all the lights are controlled by the CEM (central electronic module) which basically contains a bunch of relays. Instead of getting too involved with messing around with the CEM does anyone know how to bypass the CEM to get the running lights to work? I would imagine I should be able to wire up an extra switch to turn on when turning on my headlights. Thanks
