I'm having problems with my remote key for my 1999 xcv70.
It will lock OK, but will not unlock easily...I have to push the button many times.
I installed a new battery, so I know that is not it.
Is this something with the remote or the internal system on the car?
in addition, I can't unlock the door with the key...It turns but nothing happens.
Any ideas anybody?

Not sure about the key not unlocking. That sounds like linkage inside is loose, missing, broken.
As far as the key fob not unlocking, I had trouble when I bought my '99V70 XC but it was a problem with me. All my other rides, I can click unlock as briefly or do two presses as quickly together as I want but on the Volvo, I have to press and hold for just a moment and if double pressing to unlock all doors, press and hold, wait a second, then press and hold again. The press can't be too quick and they can't be too close together if pressing twice. Both of my fobs are this way even with new batteries.
Did you know that turning the key in the drivers door in the unlock direction twice should tell the power locks to unlock all doors? Just an interesting tidbit

If the switch in the armrest works for both locking and unlocking,
I'd take a stab at cleaning the unlock button contacts in the fob.
