Dead ballast? D2R Bulb XC90 2006

OK I have a STOCK HID D2R setup in my 2006 XC90, my bulb on the drivers side has always been a little bit dimmer than the other, i figured maybe it was not set in the holder right, i broke the bulb when i took it out.
after i got a new bulb in it is still dead. I have swapped the bulbs and they both work on the pass side. i have also switched the assembly that the blub (D2R) plugs into and have success in the Pass side.

When checking the fuses, all seems OK.
could it be a bad relay? OR was the ballast on it's way out since that one side was a little bit dimmer than the other? is there a way to check the ballast?

are there any other fuses that come before the low beam fuse in the engine compartment?

I'm having the EXACT same problem. I drove around for about a week with just one headlight while waiting for bulbs to come in and then the other (passenger side) low beam started flickering and going off and on, too.

I also switched the bulbs, the thingy the bulbs plug into, and checked the low beam fuses. Everything works on the passenger side but nothing works on the drivers side.

Help help.
