Fuel Pressure Issue

I have high fuel preshure code and I replaced the sensor on rail,still got the same code,if I unplug the pem module behind the right wheel weel the car still runs, any input will be a great help. 2005 xv90

This car has 100 psi fuel preshure all the time, even with the pem module unpluged
