S40 2001 Heater/AC Blower Fan

S40 2001 Heater/AC Blower Fan speed slows down, then speeds up, then slows down, doesn't matter if the Temp is heat or AC is on. After a while, it will seem to settle down, but still does not respond properly when changing the speed setting from one number to another. Replaced the Fan Motor Resister with OEM, but didn't fix the problem. Is it the Climate Control Modeule that I have heard have so many problems? Or maybe the Ambient Air Sensor??
