"Stop Safely and Restart"

That is the message that showed up today in my 99 T6. While driving and everything seemed normal, I noticed a weird electronic "click" and my lights and windshield wipers seemed to kind of hesitate/flash for a millisecond and then the message popped up. I pulled over, turned off the car and restarted. What's the deal?

Also, I was looking through my fusebox (the one under the hood) and noticed that the 20A fuse (#9) was missing. It is for "accesories/preheater." Does this matter? What accessories and preheater is it talking about?

Man, am I in for a nightmare? I just bought the thing for $9,500.00 It has 82000 miles.
