I recently brought my 96 850 to San Diego Volvo after receiving a recall notice from Volvo NA. I asked the "advisor" what recall 139 was about. She said that the heat shield attachments needed to be inspected because the gas tank could fall off. I picked the car up later that day and the invoice showed 4 bushings and 4 nuts/bolts had been installed. The next day I noticed a vibration and loud noise coming from the gas tank area. It sounded like it was the fuel pump. Later that day the car wouldn't start anymore and I couldn't hear the pump spool up when I turned the key to the run position.
I called the dealer in the morning and the manager told me that he couldn't see a relationship between what repairs were done for the recall and the fuel pump to stop working. A contact at another Volvo shop said the pump could have been damage or the lines pinched if the tech moved the tank. The dealer insists it is a coincidence that it failed the next day. The dealer said they did nothing wrong and I would have to pay for a new fuel pump if I wanted them to fix it. Does anyone have some information or insite about this incident and what I should do? No matter what I tell the dealer, they won't accept that they could have done something wrong.

I hate to side with the dealer, but that recall procedure doesn't require the techs to even get near the fuel pump. It really is just installation of some rubber bushings to offset the heatshield from the gas tank and it takes no more than 30 minutes to do. They don't have to move the gas tank or anything. Could it be something else such as the fuel pump relay? Here's how to test it: Turn the ignition key to pos. II. Have someone remove the relay from the fuse block and then place a lead between base terminals 1 and 3. While they're doing this, have the trunk open listening for the pump. If it starts, the relay is bad. If it doesn't, the pump is bad.
