I bought my 2000 S80 2.9 in 2008 at 50K mileage, it is 85K mileage right now. I'm a student, I don't drive a lot, and am running low on money.
People told me I need to change timing belt & water pump, my question is how necessary it is? If its very critical, then how much does it cost normally?

Volvo suggests 105K or 7 years. To be honest, you should be on your second timing belt, just about to put on your third based on age alone.
Pop off the cover and and take a look at the belt. See if it's cracked. It likely is. If so, you need a new one.
Apparently the water pumps will last around two timing belts. However, you should be just about to put your third belt on if following the 7 year schedule.
Expect to spend ~$130 + shipping for a Volvo timing belt kit from one of the dealers that sell parts online with a small discount.
Book time appears to be 2.1 hours. Around here Volvo charges $130 an hour, smaller shops around $80-100. Some as low as $50 an hour.

I'm in the process of changing the water pump on my car (2000 S80 T6 125k miles) which had the timing belt changed in 2010 ( but not the water pump!). Given the effort to do the work (unless you enjoy this sort of thing...), I'd replace the pump/tensioners at the same time. The other bits worth doing/checking are the cam seals (both ends) and the intermediate crank seal.
Bear in mind that oil leaks from the seals/sump etc. on this engine tend to point to an issue with the crankcase ventilation system being blocked. Yours may be ok with the lower mileage depending on how well it's been maintained (oil changes etc) over the last 13 years. To check, when the engine running and fully warmed up, pull out the dip stick and look for 'smoke' coming from the dip stick tube
